GraceDB integration for asimov. Moved out of asimov core so that ligo-gracedb (and the GraceDB REST API it talks to) is no longer a hard dependency of the base package — asimov core has no knowledge of GraceDB beyond the asimov.hooks.applicator and asimov.hooks.filesource plugin interfaces this package implements.

This registers an asimov.hooks.applicator plugin named gracedb, following the same pattern as the cbcflow applicator: Applicator(ledger).run(identifier) looks up the superevent or event on GraceDB, creates an Event populated with its interferometers, GPS time, and preferred-event GID, and adds it to the ledger.

Once installed, asimov-gracedb is also picked up automatically by asimov core's Event.get_gracedb() (e.g. the coinc.xml fallback used by the RIFT pipeline) via the asimov.hooks.filesource entry point named gracedb. No separate configuration is needed beyond a [gracedb] section with a url option in your asimov config, e.g.:
